Proposed lane would establish a direct connection along Olive Drive, beginning at Knudsen Drive, along SR 99 to southeast bound State Route 204. Improvements include on-ramp modification, construction of a 12-foot-wide paved lane with paved 8 to 10-foot-wide shoulder, extension of an existing culvert, fence relocation, guard rail modification, 10-foot maintenance road construction, pedestrian crosswalk, construction of curb, gutter and sidewalk and relocation of existing utilities. Additional right of way is required to accommodate the new auxiliary lane and slope. The proposal would close access to Landco Drive at the south side of the Olive Drive intersection. As a result, the proposal would necessitate the construction of a public access road between Knudsen Drive and Landco Drive. The project site lies within the administrative boundary of the Metropolitan Bakersfield Habitat Conservation Plan. The project would alleviate traffic congestion and degradation of air quality for the general public.
