The existing concrete floor and end-walls will be reused, and a new concrete floor section will be constructed directly downstream of the present floor between the existing end-walls to support the new inflatable weir. A small structure to house control equipment will be constructed adjacent to the weir structure. The weir replacement in a Class 2 Exemption, defined in Article 19, Section 15302 of the CEQA guidelines. Class 2 consists of Replacement or Reconstruction of existing structures where the new construction will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as that structure. The construction of the small control building is a Class 3 Exemption defined in Article 19, Section 15303 of the guidelines. Class 3 consists of New Construction or Conversion of Small Structures including the construction of small structures and the installation of small new equipment and facilities within such small structures. The excavation, backfill and grading of a small trench from the control building down to the weir for the pneumatic and control conduits is a Class 4 Exemption defined in Article 19, Section 15304 of the guidelines. Class 4 consists of Minor Alterations to Land including water and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. The project site is a flood control levee that is devoid of any trees or other substantial vegetation other than native grasses so the trenching will have no significant impact to the land.
