The Agreements do not bind the Natural Resources Agency of any other public agency to any course of action; rather, they establish a process whereby certain actions will be analyzed, including environmental review pursuant to the National Environmental Policy Act and California Environmental Quality Act, for consideration by the Secretary of the Interior as well as the states of California and Oregon.
