(Applicant) is an application for a Conditional Use Permit (CUP) for mining below grade on a 103-acre portion of a 152.2-acre parcel of land, and the operation of asphalt concrete (PCC) batch plants. The proposed project is to modify CUP No. 2870 to allow for mining below-grade level, into the perched-water zone (to a depth of approximately 25 feet below grade), to operate an asphalt concrete batch plant and a PCC batch plant, and to change the current reclamation plan's end use from agricultural to open space with wildlife and natural-occurring vegetation. The proposed project would also amend the County General Plan land use designation of an approximately 70-acre portion of the property from Snelling RRC No. 1 (Residential) to Agricultural and to rezone the property from Agricultural Residential (A-R) to General Agricultural (A-1). Proposed mining is expected to be completed in approximately 20 years. Sand and gravel deposits located beneath the previously mined portions of the site would be removed and would be transported to the existing on-site aggregate processing plant on on-site haul roads.
