State law requires every city and county to adopt a general plan containing at least seven mandatory elements (chapters). One required element is the housing element, which must be updated every five years. The County's updated Housing Element covers the planning period of 2007 to 2014. The purpose for requiring local housing elements is to ensure that each jurisdiction provide its fair share of regional demand for housing. The State of California Department of Housing and Community Development (HCD) allocated regional shares of statewide housing needs. These allocations are provided to a region's Council of Government (COG), which determines each jurisdiction's fair share contribution. The San Benito County Council of Governments (SCOG) encompasses the cities of Hollister and San Juan Bautista and the unincorporated areas of San Benito County. SCOG indicated each jurisdiction contribution through the creation of a Regional Housing Need Allocation (RHNA). The RHNA for the period of 2007-2014 for the SCOG region is 4,754 new housing units.",https://ceqanet.opr.ca.gov/2009101066,San Benito County Housing Element Update,Micahel Kelly,San Benito County Planning Department,N/A,,3224 Southside Road,,Hollister,CA,95023,8316375313,,Hollister,San Benito,,,95045,,,,,No,No,10/19/2009,11/17/2009,,General Plan Element,"Aesthetics, Agriculture and Forestry Resources, Air Quality, Biological Resources, Cumulative Effects, Geology/Soils, Hazards & Hazardous Materials, Hydrology/Water Quality, Land Use/Planning, Mineral Resources, Noise, Population/Housing, Recreation, Transportation",,,,,,,,,,,,,,,,,
