The project is the approval of the Former Broco Treatment, Storage and Disposal Facility Phase 1 of the Final Closure Plan (the Project) by the Department of Toxic Substances Control (DTSC) under Chapter 6.5 of the California Health and Safety Code. The Project will be implemented by the County of San Bernardino (County) and includes the first phase of a two (2)-phase project to close the Former Broco Treatment, Storage and Disposal Facility. The Project will be conducted under one of two (2) possible schedules, either the Base Case Closure Approach or Accelerated Closure Sequence Schedule displayed in the Project Schedule Table below. The Project includes the following activities: clearing/rough grading of 65,000 cubic yards of soils (disturbing 51 acres); placement of 65,000 cubic yards of low-permeability soils in a one-foot thick layer (Cap) across 40-acres; hydroseeding; excavation of 26 borings and 22 test pits. A Cap Operations & Maintenance (O&M) Plan is also proposed to maintain the integrity of the completed Cap over its intended lifespan and to provide maintenance, scheduling, and documentation so that materials and maintenance practices are consistent with the Cap design specifications. maintenance of the Cap includes inspections of the Cap to verify proper performance of Cap soils, drainage improvements, and the vegetative cover over the Cap. Maintenance also involves Site security and as-needed repair or reconditioning of the Cap. In 2015, or 2012 if an accelerated schedule is implemented, the Cap and stockpile will be removed. Following the removal, the Site will be investigated. The investigation includes advancing a number of borings and excavating test pits to delineate the vertical and lateral extent of impacted soil.
