The project site is located on Potrero Valley Road in the Mountain Empire Subregional Plan area, within unincorporated San Diego County. The site is subject to the General Plan Regional Category 1.4 Rural Development Area and Land Use Designation (18) Multiple Rural Use. Zoning for the site is General Rural. The site contains an existing house, burn and accessory buildings that would be retained. Access would be provided by a private road connecting to Potrero Valley Road. The project would be served by on-site septic systems and groundwater. Earthwork will consist of cut and fill of 22,160 cy of material. The project includes the off-site improvements: drainage and frontage improvements to Potrero Valley Road, and contribution to a future signal light at the intersection of Potrero Valley Road and Highway 94. The project proposes to be implemented as lot sales, with each lot to be graded individually (grading of the road, frontage and drainage improvements, and mitigation measures will be completed).
