The Project entails three key elements: 1) clearing of the entire property, 2) excavation/surface mining of the property and 3) processing of excavated material at on-site Aggregation Processing Facilities. The Project will occur over three phases. Phases 1 and 3 of the Project will include surface mining activities in the northern portion of the Project site (approximately 135 acres (55 ha), which is bordered by the Union Pacific Railroad (UPRR) on the south. During Phase 2 of the Project, surface mining activities will occur over approximately 175 acres (71 ha) in the southern portion of the Project site, bounded by the UPRR to the north. The Phase 2 mining activities will occur 10 years or longer after initiation of mining activities. The construction of the Project will permanently impact 1.62 acres of CDFW jurisdictional streams consisting of sandy wash, silt, and cobbles sparsely vegetated with individuals of rabbitbrush (Ericameria nauseosa), Nevada joint-fir (Ephedra nevadensis), and creosote (Larrea tridentate).
