The guideline revisions adjust the criteria for calculating the payment of production incentives for eligible biomass power plants participating in the Program and maintain the current production incentive levels for such power plants through December 31, 2006. This adjustment was made to reflect the higher cost of diesel fuel to collect, process, and transport biomass fuel for participating biomass power plants, and is being implemented pursuant to Public Resources Code section 25742, subdivision (b), which authorizes the California Energy Commission to make adjustments to reflect changing market and contractual conditions as well as inflation.
