This removal action is intended to eliminate the threat of a release that could expose workers at the site. 2. The site is not on the Hazardous Waste and Substances Sites list compiled pursuant to Government Code section 65262.5 and is not in an area of biological or cultural resource significance. 3. This small removal action will not have a significant effect on the environment because of the following: a. The location of the stockpile is in a heavy industrial environment. The waste material is stockpiled on an asphalt paved area and is fenced. Surrounding land use is also primarily heavy industrial. There are no schools within a quarter mile of the waste piles and loading areas. The nearest residence is approximately 0.1 mile away from the site. The truck route from the site will not pass the residences or schools in the area and will minimize the impacts on traffic congestion. b. The volume of waste material is relatively small at 1,839 cy and the project will be completed approximately 11 days. Less than 20 truck trips per day will be generated and the waste material will be properly transported and manifested as hazardous waste for offsite disposal. c. Sand bag berms will prevent runoff during wet weather and prevent general migration of stockpile material. Periodic inspections will occur to maintain these barriers to exposure routes. The workplan also provides procedures to handle any scrap or anomalies that might be found in the waste piles and for isolating any hazardous wastes that are not consistent with the previous characterization. d. The waste piles will be sprayed with water to suppress dust prior to and during loading operations and transfer operations. The waste piles will be loaded directly into the high-side truck that has been pre-lined with a double layer of 6-mil poly visqueen. The plastic should be extended beyond the bed, over the sides of the truck sufficiently to allow covering the load. Once the trucks are fully loaded the plastic is overlapped, one side over the other, until the load is completely covered. After decontamination of the trucks, they will be tarped prior to exiting the site. e. The project will implement Best Available Control Technologies for air quality for construction projects as provided by the Air Quality Management District. No air quality permit will be required. The project health and safety plan includes both work location and site perimeter air monitoring. Monitoring of airborne dust and organic emissions will be conducted. Visual observations, miniram and organic vapor analyzer (OVM) readings will be conducted and recorded in a log. Work will be stopped if wind exceeds 25 mph or action levels for the site. This monitoring will also assure that emissions do not reach any offsite receptors. f. The workplan includes a site health and safety plan that incorporates DTSC, Cal OSHA and Federal worker health and safety regulations requirements. Construction workers will be trained for hazardous waste handling and will be properly equipped for the material to be handled.",,,,,,,,,,,,
