The Project included the one-time purchase of up to 10,000 acre-feet of State Water Project water by CLAWA from San Bernardino Valley Municipal Water District (""SBVMWD"") for delivery to the District. The Project also included demolition of existing water storage tanks and associated structures, and facility improvements, including a new turnout, pipeline, and a one million gallon water storage tank. TO facilitate the water transfer, the Project further included a 15-year agreement between the District and CLAWA to take delivery of the Purchased Water, in annual increments not to exceed 1,500 acre-feet, at CLAWA's State Water Project turnout in Lake Silverwood, and extension of the term as necessary until all of the water is delivered. The delivered Purchased Water would be taken from SBVMWD's Table A amount under the SWP. The Purchased Water would be used after treatment by CLAWA and delivery to the District. The District would pay CLAWA for the Purchased Water the District actually receives and for the use of CLAWA facilities the District actually utilizes. This Purchased Water was to be used by the District as a replacement water supply in lieu of water that otherwise would be withdrawn from Lake Arrowhead. The MND analyzed the purchase of up to 10,000 acre-feet of water from SBVMWD for the benefit of the District based on the non-binding Principles of Agreement for Crestline-Lake Arrowhead Water Agency to Purchase, Treat and Deliver Potable Water to Lake Arrowhead Community Services District approved by the District on June 22, 2004. The District subsequently requested that CLAWA only purchase up to 8,000 acre feet of water based on its predicted needs, as reflected in the Agreement and fully analyzed in the MND. After adjusting for storage and evaporative losses (5% of the water purchased), under the Agreement CLAWA would deliver 7,600 acre feet of water to the District. The District approved modifications to the Agreement to extend its term for an additional 15-year period in order to transfer the balance of the originally agreed upon 7,600 acre-feet of water to the District. The Project Changes do not include the construction of any facilities, as these have already been constructed as part of the Project and consists only of the extension of the time period within which the Purchased Water may be delivered by CLAWA to the District. The annual amount delivered would not exceed 1,500 acre-feet, as specified in the Agreement and analyzed in the MND, and would not exceed the previously agreed upon 7,600 total acre-feet of water.
