The project would widen SR4 from four lanes to an eight-lane facility. The road widening component of this project will require the extension of two culverts and the replacement of a third culvert. These culvert changes, as well as road widening activity, will result in permanent impacts to Kirker Creek, Old Kirker Creek, and the Los Medanos Waterway. Temporary stream diversions may be implemented at all three sites if water is present during construction. Wetlands located within the Department's riparian jurisdiction will be impacted by the widening and will be mitigated for as described in Mitigation and Monitoring plan for Jurisdictional Waters of the United States. A Biological Opinion (#1-1-05-F-0158) for the California red-legged frog was issued by the U.S. Fish and Wildlife Service on June 13, 2005 for this project.
