The Shea/Baker Ranch certified SEIR was not challenged within the time period prescribed in subdivision (c) of Public Resources Code section 21167.2. The proposed Changed Plan is consistent with the scope of the approved Area Plan and Tentative Tract Map 16466. Therefore, the certified SEIR serves as the environmental documentation for the project and the project is in compliance with the requirements of CEQA.
