The Environmental Impact Report (EIR) evaluated the impacts of authorizing the addition of Open Burn/Open Detonation (OB/OD) units to the previously approved hazardous waste storage activity. The hazardous waste management units at the facility include both the Hazardous Waste Support Facility (HWSF) and the OB/OD units. The addendum included the addition of wood pallets and diesel fuel in OB operation. This addendum also clarifies that the HWSF was a part of the project description of the Final EIR, although it was not subject to any changes as result of the Class 3 permit modification. The HWSF allows for the safe storage and handling of hazardous wastes generated by normal military operations for up to one year, after which hazardous wastes must be shipped off-site for eventual disposition. As a result of both current and past operations at the base, some explosive and or highly combustible hazardous wastes are generated at the facility. These wastes are treated at the facility at the OB/OD units, transport of the explosive and or highly combustible hazardous waste to an alternate treatment facility could pose to be a hazard to the public.
