When called by the Metropolitan during shortages of imported water, 20,000 af per year would be extracted from the Orange County groundwater basin and decrease by an equivalent amount the demand for Metropolitan firm deliveries; thereby, making additional Metropolitan firm deliveries available to the region. This operation would continue for up to three consecutive years. The term of the program would extend through year 2030. The program includes the participation of eight OCWD District groundwater producers.
