The proposed project consists of the removal or modification of five debris basins (Cold Springs Creek Debris Basin, Maria Ygnacio Creek East Branch Debris Basin, Maria Tgnacio Creek Main Branch Debris Basin, Rattlesnake Creek debris Basin, and San Ysidro Creek Debris Basin), and the reconstruction of their associated streams to restore natural flow and sediment transport. Stream restoration design will follow the Stream Simulation Method (SSM) developed by Washington State Fish and Wildlife and expanded by US Dept. of Agriculture. Stream reconstruction will include selective removal and use of vegetation in the form of key woody debris and large woody debris placed in strategic locations to help achieve fish-passage objectives. Vegetation used for key woody and large woody debris such as willow (Salix sp.), cottonwood (Populus sp.), and sycamore (Platanus sp.), would be selectively removed from within each associated basin or channel. Although some amount of vegetation removal and sediment movement is necessary to access each basin and achieve slope and fish-passage objectives during project activities, for the most part, vegetation and sediment removal will be minimized at all basins. Excavated materials from each basin will also be used to accomplish restoration activities at each basin. Disturbed areas will be revegetated with native riparian species using container plantings, cuttings, and seed mixes. Equipment used to complete project activities will include tracked equipment, bulldozers, loaders, and dump trucks.
