The Transbay Transit Center (TTC) is designed to occupy portions of the public right-of-way (ROW) above ground where the building and associated structures extend over the street and below ground where the train box extends below the street. The Transbay Joint Powers Authority (TJPA) intends to apply to the City and County of San Francisco to vacate the public ROW in those areas. The impacts associated with most of the TTC structures that require public ROW vacation were previously analyzed in the April 2004 FEIS/EIR. Minor changes to the building design, specifically (1) exterior façade of the upper levels and (2) a pedestrian bridge over Beale Street, were not analyzed in prior environmental documents.
