Functional Equivalent Document The proposed project consists of the AB32 Scoping Plan which outlines the State's strategy to achieve the reduction of greenhouse gas emissions to 1990 levels by 2020 as required by the Global Warming Solutions Act of 2006. The Supplement was prepared to expand and amend the alternatives analysis in the 2008 Functional Equivalent Document (FED) prepared for the 2008 Scoping Plan. It provides an expanded analysis of: a no project alternative, an alternative based on cap-and-trade, an alternative based on source-specific regulatory requirements, an alternative based primarily on a carbon fee or tax, and an alternative program based on variation of proposed strategies. The Board will reconsider its decision on the 2008 Scoping Plan based on the information contained in the Supplement, public comments, and the written responses.
