Document Description
The proposed project is a request for a Use Permit to annex an additional 4.91-acre parcel to the Shiloh District Cemetery facility located on a separate parcel within the jurisdiction of the Town of Windsor. Proposed project activities include burial of human remains, graveside ceremonies, and maintenance activities; no new structures are proposed. A new access road will be constructed. Burial gravesite ceremonies last less than 1 hour and typically are attended by 5-25 people. Burials occur 1-4 times per month. Burials will occur consistent with specifications for the existing cemetery in waterproof vaults that are both moisture-proof and airtight. Hours of operation will be consistent with the existing cemetery, which is open daily from 7:30 am to 4:00 pm. The project does not include any tree removal.

The project is also covered by the common sense exemption under Section 15061(b)(3) “Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.” No exceptions listed under Section 15300.2 apply. There is no reasonable possibility that the project would have a significant effect on the environment.
