The project qualifies for Class 1 exemption which allows for repair, maintenance, or minor alteration of existing structures where it involves no or negligible expansion of use. The DMV Headquarters Building 1 is eligible under CRHR Criterion 3 and is included on the Master List of State-Owned Historic Properties (Master List). Consultation with the Office of Historic Preservation (OHP) under PRC5024.5 concluded with concurrence that the project has been designed to meet Secretary of the Interior Standards for Treatment of Historic Properties for Rehabilitation and therefore will not adversely affect the historic resource. The State has confirmed no exceptions to the exemption apply.
