Document Description
Tulare County General Services will be replacing the County Counsel Annex Building. The existing County Counsel Annex is a relocatable modular building. The existing modular building is 24’ X 40’. The existing modular serves as supplemental office space for the main Tulare County Counsel office building. The existing modular is in need of replacement due to age and deterioration. The replacement relocatable modular will be 36’ X 40’. The new modular building will be located in the same area as the current modular. The Project scope will include the removal of the existing modular, new foundation work, removal and replacement of electrical and low voltage infrastructure, the addition of new ADA compliant sidewalk construction, and minor landscaping repairs. The new modular will be more energy efficient with newer HVAC units and wall and roof construction incorporating higher R-values. The building will be all electric. The replacement relocatable modular building will continue to serve as supplemental office space for the adjacent Tulare County Counsel Office building.

In this instance, replacement of the modular building with the features noted earlier. In addition, this action is consistent with Section 15302 Class 2, Replacement or Reconstruction, which consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced on the same site. Therefore, the application of CEQA Sections 15301 Class 1 and 15302 Class 2 are applicable and appropriate for this Project.
