Document Description
This project is to allow a three phase additions; phase 1: two (2) 12,000 sq. ft. warehouse for the storage of H-3 materials, a 3,200 sq. ft. shop building with an optional 1,600 sq. ft. canopy attached, and a 2,400 sq. ft. mobile office building; phase 2: two (2) additional 12,000 sq. ft. warehouses for the storage of H-3 materials, a 2,800 sq. ft. addition to the above-mentioned shop building with an optional 1,400 sq. ft. canopy attached, and an 8,001 sq. ft. truck dock; phase 3: 76,001 sq. ft. warehouse for the storage of H-4 materials to the existing Farmers Fertilizer and Supply, Inc. facility established by grandfathered use MIM 22-073. The purpose of this addition will increase the company’s liquid fertilizer production and storage, allow for plant automation, create improvements in production, and enable the company to serve customers more efficiently. The direct beneficiaries are the property owners, but it also benefits the farming economy in the Central Valley.

Reasons for Exemption
Based on Supporting CEQA Analysis for this Project the proposed project is consistent with the criteria outlined in CEQA Guidelines Section 15303, Class 3, pertaining to New Construction or Conversion of Small Structures and Section 15268 (a) Ministerial Projects. Class 3 consists of construction and location of limited numbers of new, small facilities or structures; MIM 25-002 add services on existing fertilizer blending and formulation company approved by Minor Modification MIM 22-073. Moreover, Ministerial projects are exempt from the requirements of CEQA. Therefore, the application of CEQA Section 15303, Class 3 and Section 15268 (a) is applicable and appropriate for this project.
