Document Description
The project consists of the removal of the existing Skate Ramps, which requires no ground disturbing activities (all equipment and facilities are above grade). Once the ramps and facilities are removed, the project requires the placement of base rock over the existing asphalt/concrete. This will allow the site to be re-surfaced with new asphalt/concrete. Once re-surfaced, the new ramps will be installed. The new skate ramps are modules designed offsite and require no ground disturbance for installations. Once the modules have been properly placed, they will be covered with shotcrete (a construction technique where concrete or mortar is sprayed onto a surface under high pressure, offering advantages like rapid application and suitability for hard-to-reach areas). The project design and method of work strategy has been designed to avoid any ground disturbing activities while providing a structurally sound engineered design. Note: The existing Concrete pad will not be removed.

Notice of Exemption

Exempt Status
Categorical Exemption
Type, Section or Code
Class 2 § 15302; Class 3 § 15303 and Class 4 § 15304
Reasons for Exemption
Staff reviewed the approved project to determine the required level of review under the CEQA and determined the project to be Categorically Exempt from the CEQA pursuant to the following CEQA Guidelines: The project aligns with the requirements of CEQA Article 19 Class 2 § 15302 (Replacement or Reconstruction) as it will replace/reconstruct the existing skatepark and associated facilities on the same site. It maintains the same purpose, size, and capacity as the original structures/use. Notably, the project does not involve or require any ground-disturbing activities, nor will the existing concrete pad be removed. The project satisfies the requirements of CEQA Article 19 Class 3 § 15303 (New Construction or Conversion of Small Structures) as it involves the installation of new facilities/structures within urbanized areas, where buildings will not exceed 10,000 square feet of floor area on sites zoned for such use. Furthermore, the project does not entail the use of significant amounts of hazardous substances. The project qualifies for the CEQA Article 19 Class 4 § 15304 Categorical Exemption for Minor Alterations to Land as it focuses on rehabilitating an existing skatepark without impacting healthy mature trees or vegetation. Importantly, the project will not involve any ground disturbance on slopes exceeding 10%. It will only be placing base rock on the existing asphalt/concrete to be refaced. then re-surface the existing impervious area. City staff conducted a thorough review of all potential exceptions under CEQA Guidelines Section 15300.2 and determined that none would apply to the project. Specifically: (a) The project has no impacts and/or cumulatively significant impacts. (b) There are no significant effects due to unusual circumstances, as routine maintenance and/or removal of hazardous forest/fire fuels to reduce wildfire intensity and protect life and property from catastrophic events is a common practice within communities. (c) The project will not damage scenic resources, historic buildings, or rock outcroppings. (d) The project is not located on a hazardous waste site. (e) The project is designed to require minimal to no ground disturbance. Additionally, there are no known special circumstances that could reasonably result in the project having significant adverse environmental effects. As a result, the project satisfies the criteria outlined in CEQA Guidelines Sections 15304 and 15308 and qualifies as categorically exempt from CEQA requirements. No further CEQA analysis is required
