Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Profession Code, Division 10, Chapter 2, Section 26012, approved a commercial cannabis cultivation license. The project would develop 10,000 square feet (sf) of new outdoor cannabis cultivation on already disturbed sites and construction of a support building for propagation and processing of cannabis totaling 256 square feet (sf). The project site is located is on two conjoined parcels consisting of 4.68 acres and 4.77 acres, totaling 9.45 acres. The land parcels are zoned Agricultural (A20). The project will also utilize 2 existing buildings, 120 sf each for processing and storage of fertilizers and pesticides. Water for the project would be provided from an onsite rainwater catchment reservoir. An onsite septic system would serve the project’s wastewater needs. Power is provided by Trinity Public Utilities District (TPUD).

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. CEQA mandates that the project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
