Document Description
The project involves safety improvements along approximately 0.6 miles of County Road (CR) 102. The project includes widening the shoulders and installing centerline rumble strips. Implementation of the safety improvements includes a 6-foot paved shoulder that could be utilized as a Class II bike lane and application of a hot mix asphalt overlay for the length of the project. Improvements of the affected portion of CR 102 will be achieved by initiating excavation and removal of the existing shoulder followed by reconstruction of the shoulder with an equal lift of hot mix asphalt. Surface treatment constitutes crack seal on the existing pavement followed by a layer of hot mix asphalt and milling of centerline rumble strips. All construction will occur within the existing road prism in the existing right-of-way. No right of way acquisition or increase in road capacity will occur. All the road dig-outs will be within existing structural sections.

Reasons for Exemption
Section 15301(c) allows a “Class 1” Categorical Exemption for the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. A Class 1 exemption includes existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities (this includes road grading for the purpose of public safety). The project will improve a portion of CR 102 that is currently paved and involves no increase in capacity of any existing roadway.
