Reasons for Exemption
The City of San Diego conducted an environmental review and determined that the project would qualify to be categorically exempt from CEQA under Section 15301 (Existing Facilities). Section 15301 allows for the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing facilities (public or private), involving negligible or no expansion of use beyond that existing at the time of the determination. Specifically, section 15301 (e) (1) Includes additions to existing structures, provided that the addition will not result in and increase of more than 50 percent of the floor area of the structures before the addition. The exemption is appropriate since the project Is a partial conversion and addition of a new attached accessory dwelling unit totaling 699-square-foot to an existing 4,030-square-foot dwelling unit, less than a 50 percent increase. The project is located on a developed site with no environmental impacts where the exceptions listed In Section 15300.2 would not apply. The site Is not included on any list compiled pursuant to Government Code Section 65962.5 for hazardous waste sites.
