CEOA Guidelines Section 15304 (Class 4, Minor Alterations to Land) exempts from CEQA review projects that involve minor alterations in conditions of the land, water,
and vegetation which do not involve removal of healthy, mature, scenic trees. The proposed project is exempt as it would involve a minor alteration to the land that would not have a potential to cause significant adverse effects on the environment. Furthermore, none of the exceptions to the exemptions (CEQA Guidelines Section 15300.2) apply to the project as the project location is not in a particularly sensitive environment, the project will not lead to a cumulative or significant effect, there are no scenic highways in the project vicinity, the project location is not on a hazardous waste site (as defined), and there are no known historical resources in the project vicinity.

The proposed project is exempt as it would not have a potential to cause significant adverse effects on the environment, and it would provide the District with information that would allow the District to identify a viable water source to meet current and future demand. Furthermore, none of the exceptions to the exemptions (CEQA Guidelines Section 15300.2) apply to the project as the project location is not in a particularly sensitive environment, the project will not lead to a cumulative or significant effect, there are no scenic highways in the project vicinity, the project location is not on a hazardous waste site (as defined), and there are no known historical resources in the project vicinity.
