Document Description
The proposed project is request for an Administrative Design Review permit for the modernization and minor reconfiguration of an existing recycling processing facility on APN: 134-102-057, a 7.53-acre site zoned Heavy Industrial (M2), Valley Oak Habitat (VOH). The permit allows the removal and replacement of existing processing equipment with an updated system in a new configuration located within the existing building footprint. The permit also allows the following site improvements and new construction: North Loading Dock/Canopy Addition (7,135 ft2); West Loading Dock/Canopy Addition (5,523 ft2); Canopy C (6,972 ft2); and the removal/replacement of a Truck Scale House (60 ft2); which will result in an overall lot coverage of 31.0%.

Reasons for Exemption
The proposed project is categorically exempt from the provisions of the California Environmental Quality Act pursuant to the Provisions of Title 14 of the California Administrative Code, Section 15301 (Existing Facilities) because it is an existing permitted recycling and processing facility, the proposed uses will comply with the Conditions of Approval for the existing site Use Permit (UPE03-0090), and the project will reduce Vehicle Miles Traveled by eliminating the need to deliver material to third-party processors while providing adequate capacity to meet current and future customer volumes and obligations. No exceptions listed under Section 15300.2 apply. There is no reasonable possibility that the project would have a significant effect on the environment.
