Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement number EPIMS-MEN-16972-R1C, pursuant to Section 1602 of the Fish and Game Code to Jeff Rodman. The project is limited to one encroachment (Table 1). The encroachment is to replace an existing 40 ft. steel/wood bridge with a new 60 ft. by 12 ft. wide modular steel bridge. Proposed abutments are steel, and concrete shall not be poured near the stream. Work for this encroachment will be conducted in two phases on separate days. On the first day new pilings will be installed on the approaches to the bridge. The bridge will be closed to traffic twice in the first day in the morning and afternoon. Work on the second day will include capping the pilings, removal of the old bridge by crane, placement and installation of the new bridge by crane, backfilling and compaction of fill, and rock armoring with river washed cobbles as necessary to minimize erosion. The bridge will be closed to traffic for the entire second day until the replacement has been finished. The stream channel shall not be crossed by heavy equipment or other vehicles to facilitate installation of the bridge. Additionally, individuals not involved in the project are not authorized to drive through the stream while the bridge is being constructed. Nearby residents that utilize the bridge shall be notified at least seven (7) days in advance of construction. Additionally, signs shall be posted at both ends of the bridge to notify drivers of the construction schedule before work commences. Installation of the new bridge shall follow the engineered drawings and structural calculations provided with the Notification.

Reasons for Exemption
The project is to replace an existing bridge with a new bridge on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. The project will also involve minor private alterations in the condition of land, water, and/or vegetation which does not involve removal of healthy, mature, scenic trees. There would be no significant adverse impact on endangered, threatened, or rare species or their habitat pursuant to §15065. There are no hazardous materials at or around the project site that may be disturbed or removed. The project will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects. Reasons why project is exempt: The California Department of Fish and Wildlife has determined that the Project is categorically exempt from review under CEQA pursuant to California Code of Regulations, Title 14, Article 19, Section 15302 and 15304 Replacement or Reconstruction and Minor Alterations to Land.
