The facility is located within a General Industrial zone and is consistent with the City of Stockton local zoning designation and General Plan (State Clearinghouse (SCH) #2017052062). It is determined that the project is statutorily exempt by PRC Section 21083.3(b) and categorically exempt by 14 CCR Section 15301. The Stockton General Plan 2040 Environmental Impact Report (EIR) describes and supports the design and operation which is authorized by the issuance of this permit. The City of Stockton Community Development Department approved Use Permit P15-0158 on May 20, 2015 and determined the project is categorically exempt pursuant to 14 CCR Section 15301. The Use Permit was amended on March 3, 2020.
