Document Description
The California Department of Transportation (Caltrans) using State and Federal funds is proposing a fish passage remediation project along State Route 3 in Trinity county. The project is proposed at post mile (PM) 24.97 along a perennial stream known as Fraszier Creek within the Trinity River Watershed.
Project Description: This project is needed as corrosion, age and abrasion has
compromised the invert of the culvert. The subsequent piping is threatening the
integrity of the soil/pipe structure necessary to support the loads on the roadway above.
Hydraulic analysis indicates that the pipe is undersized, and it's recommended
that size be increased to a minimum diameter of 7.5' (90"). Additional work
includes repairing scour hole, replacing headwall, and burying the bottom of the
culvert to ensure a natural channel bottom. The purpose of this project is to replace and
upsize the culvert to re-establish structural integrity and proper drainage demands
needed to maintain and protect the traveling public, improve water quality throughout
the watershed and restore passage for anadromous fish and aquatic amphibians.
Disturbed Soil Area: 0.35 acres.
Right of Way: Highway Easements and Temporary Construction Easements are
needed to construct the improvements and must be acquired from Sierra Pacific.
Staging: Staging will occur within existing dirt pullouts in the ESL boundaries.
Borrow/Disposal: Construction of the project would not require the use of a borrow site. Excess excavated soil would be disposed of at the Poker Bar Disposal Site, which is located along SR 299 in Trinity County at post mile 62.50. This disposal site was previously approved for use as a disposal site in 2004 and is currently being used as a disposal site for several other projects in the vicinity.
Tree/vegetation removal: Minor tree and vegetation removal will be necessary for
equipment and labor access to the culvert and for placing the culvert and end
treatments.
Permits: CDFW 1602. NCRWCQB 401. ACE 404.
Access Roads: Temporary access will be needed for trenchless operations. Final location within the delineated ESL will be determined by the contractor.
Working days/seasons: The project will be completed within one construction season.

The California Department of Transportation has determined the project to be categorically exempt in accordance with Section 15301 (Existing Facilities) Class 1 - Operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The project would have no significant effect on the environment.
