Document Description
The California Department of Corrections and Rehabilitation will conduct various Deferred Maintenance / Special Repairs Projects (DM/SR) projects at various institutions throughout the State. Deferred Maintenance / Special Repair Allocation#02, FY 2020/2021 projects include: Emergency Roof Repairs, Wastewater Pond Expansion, and Inspection Services for Installation of a Phosphate Injection System at California Correctional Institution (Tehachapi); Roof Replacement - Facility C, Maintenance and Industrial Arts Building at California Institution for Men (Chino); Asphalt Replacement Medial Administration Parking / Road (additional excavation/geo fabric) at RJ Donovan Correctional Facility (San Diego); and finally, Boiler Rental at California Institution for Women (Corona). The DM/SR projects and contract augmentations are necessary to maintain CDCR prison facilities and to ensure unimpeded operations to perform their public safety mission. All work is performed within the prison property in developed/disturbed areas. These projects are not located in environmentally sensitive areas and do not increase capacity or staffing: as such, none of the Section 15300.2 exceptions requiring preparation of an environmental document apply.

Reasons for Exemption
Reason Why Project Is Exempt: The project is categorically exempt from CEQA under the “Class 1” (14 CCR §15301) exemption per the CEQA Guidelines. This exemption allows for the restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety and involve negligible or no expansion of an existing use. These projects consist of minor alterations to existing structures within previously developed/disturbed areas, involve no increases in capacity or staffing and therefore declared to be categorically exempt from the requirement for preparing an environmental document.
