Document Description
The project is limited to one encroachment. Humboldt Community Services District proposes replacing the water main serving Tower Drive. Replacement requires digging a 5.5-foot-deep trench through an existing stream crossing. Work for this encroachment will include excavation, removal of the existing water main, replacement with a new water main, backfilling with pea rock, and resurfacing the crossing. A cofferdam shall be installed above the culvert inlet to isolate and dewater the work site and minimize the risk of streamflow entering the excavated trench. Flowing water shall be cleanly bypassed and/or prevented from entering the work area through pumping or gravity flow, and cleanly returned to the stream below the culvert outlet. Normal flow shall be restored following completion of the work in the vicinity of the stream. Should damage to the culvert occur, Permittee shall immediately notify CDFW and make any necessary repairs.

Reasons for Exemption
The project replaces an existing structure where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. There would be no significant adverse impact on endangered, threatened, or rare species or their habitat pursuant to §15065. There are no hazardous materials at or around the project site that may be disturbed or removed. The project will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects.
