Document Description
This project involves replacing existing underground plumbing for the delivery of fire retardant. The project site is located at a Cal Fire Airbase within the Sonoma County Airport (2235 Airport Boulevard, Santa Rosa, California 95403). The project will occur on asphalt, concrete, and disturbed grass areas. The work includes excavation of soil to remove existing pipes (approximately to a depth of two to three feet) and new pipes will be installed. The total length of lines being replaced is approximately 715 feet. The project will include the use of an excavator, dump truck, and cement mixers. Anticipated construction is in the Fall of 2020.

Reasons for Exemption
This project fits the description for a Class 2, §15302 (c)-Replacement or Reconstruction of Existing Facilities Exemption to CEQA. Type ( c) is the replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. This project is repairing and replacing existing plumbing for fire retardant refuel lines. Field review by CAL FIRE staff confirmed that no exceptions apply which would preclude the use of a Notice of Exemption for this project. The activities will not result in the taking of endangered, rare, or threatened plant or animal species, or sedimentation to surface waters. CAL FIRE staff has concluded that no significant environmental impact would occur to aesthetics, agriculture and forestland/timberland, air quality, biological resources, cultural resources, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use planning, mineral resources, noise, population and housing, public services, recreation, transportation/traffic, or to utilities and service systems.
