The County of Fresno has prepared an Initial Study for the subject application which proposes to amend Classified Conditional Use Permit Application No. 2085 to allow expansion of an existing fertilizer operation on a 5.02-acre parcel in the AE-20 (Exclusive Agricultural, 20-acre minimum parcel size) Zone District.
Based upon the Initial Study prepared for Conditional Use Permit Application No. 3668, staff has concluded that the project will not have a significant effect on the environment. It has been determined that there would be no impacts to Agricultural and Forestry Resources, Energy, Mineral Resources, Population and Housing, Public Services, Recreation, and Wildfire. Potential impacts related to Air Quality, Biological Resources, Geology and Soils, Greenhouse Gas Emissions, Hydrology and Water Quality, Land Use Planning, Noise, Transportation, Utilities and Service Systems have been determined to be less than significant. Potential impacts related to Aesthetics, Cultural Resources, Hazards and Hazardous Materials, and Tribal Cultural Resources have determined to be less than significant with compliance with implemented Mitigation Measures.
