The Recipient will develop a highly usable, bankable, and cost-effective, micro-scale combined cooling, heating and power (CCHP) system integrated with and powered by a biomass gasification waste-to-energy system, the Power Pallet. The Power Pallet CCHP system will be able to integrate its electrical, heating, and cooling outputs with light industrial and commercial building applications, avoiding a substantial amount of natural gas and electricity usage. The objective of the pilot project is to demonstrate a replicable, scalable model for use in the commercial and light industrial sectors, which are highly appropriate for, but underserved by combined heat and power and CCHP technology.
The Energy Commission made CEQA findings pertaining to this project when the project was originally approved by the Commission on 2/15/17. The Energy Commission found that the project is exempt b/c it involves installation of a micro-scale combined cooling, heating and power system integrated with and powered by a biomass gasification waste-to-energy system in an existing commercial facility.
This amendment does not alter the original CEQA determination.
15301. Existing Facilities - This project involves installing a micro-scale combined cooling, heating and power system integrated with and powered by a biomass gasification waste-to-energy system in an existing commercial facility. This will be a minor alteration of the facility, which involves negligible expansion of use beyond that existing currently.
CCR, tit 14, S 15329(b) Cogeneration projects at existing facilities. This exemption consists of the installation of cogeneration equipment with a capacity of 50 MW or less at existing facilities meeting the conditions described in this section. The pilot project will integrate two 20 kW biomass gasifiers with a 4 ft by 4 ft footprint, with municipal solid waste pelletizing equipment and with the electrical, heating, and cooling needs of the site's existing commercial facility.
