Document Description
The proposed project is a Right of Entry License Agreement (ROELA) to Civic San diego to enter upon certain property located immediately east of the intersection of Harbor Drive and Park Boulevard to allow for infrastructure and landscape improvements associated with the re-construction of an at-grade vehicular crossing connecting Park Boulevard to Harbor Drive. The proposed crossing would provide an at-grade link between the Bayfront and the East Village neighborhood of downtown San Diego, and would cross the existing BNSF railroad tracks and the Metropolitan Transit System (MTS) trolley tracks in that area. The majority of the proposed development for this project would occur within the City of San Diego's jurisdiction or would be within the BSNF, MTS or Harbor Drive right-of-way; however, a portion of the infrastructure improvements would occur within the San Diego Unified Port District's jurisdiction. The Applicant proposes the following infrastructure improvements within the District's jurisdiction: -remove the 9,735 square feet of concrete walkway between 5th Avenue and Park Boulevard -remove and salvage the existing 20 benches for return to the District's General Services Department -remove and salvage the nine decorative light poles for return to the District's General Services Department -preserve the mature palm trees in place -remove the existing 6 foot high chain link fence that separates the area from the railroad/trolley tracks -install a 6 foot high chain link fence approximately 22 feet from the new track centerline -square off the fence line at the corner of 5th avenue -place turf on the west side of the new fence line -place DG materials similar to what exists along the railroad track today along the railway side of the new fence line -modify the irrigation devices or adjust any irrigation devices as needed to cover the new turf area -install new curbs and gutters on both sides of Park Boulevard -install new median island and pavement in the center of Park Boulevard -modify traffic signals, signage and pavement markings for roadway improvements at Park Boulevard
