Document Description
Carmichael Water District (CWD) is conducting a one-year 2018 Groundwater Substitution Water Transfer Program. CWD will pump an additional 600 acre-feet of groundwater from July through September 2018 to substitute for reduced deliveries of surface water. With 8 percent streamflow depletion, up to 552 acre-feet of surface water foregoneby CWD will be made available to Kern County Water Agency and Dudley Ridge Water District during July through September 2018. The Department of Water Resources will convey the transfer water to KCWA and DRWD between July 1 and September 30, 2018.

CWD filed a Petition for Temporary Change with the State Water Resources Control Board (SWRCB) on May 10, 2018, pursuant to Water Code 1725 et seq. The SWRCB approved the transfer on July 9, 2018. In accordance with Water Code 1729, temporary changes filed in accordance with Water Code 1725, et seq. Temporary Changes are exempt from the requirements of the California Environmental Quality Act.
