The request includes: (1) an amendment of the Land Use Element of the Metropolitan Bakersfield General Plan land use designation from LMR, HMR, and OS to LR, or a more restrictive designation, and (2) a change in zone classification from R-H to R-1 and R-2, or more restrictive districts. The project would be the development of 143 single-family residential units and 16 duplexes.
