The project location is at San Elijo Lagoon, which is located between the city of Encinitas and Solano Beach. The project site will cover 1.4 acres across coastal salt marsh and coastal sage scrub habitat.

The project is exempt under section 15304 as activities of invasive species removal and planting native species that does not remove healthy, mature and scenic trees.
