SWRCB is a responsible agency for this project. The SWRCB's Safe Drinking Water State Revolving Fund (SDWSRF) Program is providing funds tot eh lead agency, DWR, for this project. The proposed project intends to alleviate the drought-related groundwater shortages for the community of Okieville (also known as Highland Acres). The construction project will consist of one groundwater well, a temporary fill station, 2.5-mile distribution system and appurtenances and 80 water meters. The proposed project will resolve a DWSRF Policy Category A - Immediate Health Risk Issue.

Reasons for Exemption
Governor Edmund G. Brown, Jr. has declared a Proclamation of a State of Emergency and a Proclamation of a Continued State of Emergency due to the ongoing drought. He has suspended CEQA for specified projects to provide emergency domestic water supplies pursuant to the Proclamations and Executive Orders B-26-14, B-28-14, B-29-15, B-36-15 and B-40-17. This project falls under these Proclamations and Executive Orders by providing safe and sustainable domestic water. This project would also be exempt from CEQA per Public Resources Code section 21080(b)(4) and CA Code of Regulations section 15269(c) as a specific action necessary to prevent or mitigate an emergency.
