The Housing Element is a comprehensive statement by Union City of its broad and specific commitments to facilitate the development of housing in the city. The Housing Element is one of the seven General Plan elements mandated by the State of California, as articulated in Sections 65580 to 65589.8 of the Government Code. The Housing Element is an official response to the need to provide housing for all economic segments of the population, establishing goals, policies, and programs that will guide City decision making and set forth an active plan to implement these housing programs through 2023.
