The EIR adequately addressed environmental issues related to the development of the Madeira East project site, which conforms to the approved Specific Plan. No additional environmental impacts have been identified for the Madeira East project other than those previously disclosed and analyzed in the Laguna Ridge Specific Plan EIR. The subject project, which involves the architectural design of a single-family home within an approved subdivision, is consistent with the Laguna Ridge Specific Plan and is also subject to the adopted Mitigation Monitoring and Reporting Program. There are no potential environmental impacts related to the project or project site that have not already been addressed. In addition, there are no new unusual circumstances that would warrant further environmental review. Therefore, this Design Review for a Master Home Plans application will not, with foreseeable certainty, have any significant adverse impact on the environment.
