Document Description
This project involves improving the Equestrian Staging Area to accommodate 10 horse campsites and two group campsites as well as upgrading the driveway. Each horse camp site will contain two corrals, a tent pad, trailer space, RV space, parking, a table, water supply and a campfire ring. An ADA mounting ramp will be located at the center of the campground. Two group sites will be developed to include tables, campfire rings, tent pads, and 12 parking spaces. The driveway to the campground will be widened and improved to allow for easier trailer access and increased visibility for all vehicles; a traffic pattern will be designated within the campground. Two new vault toilets will be installed; one will be built to ADA standards. DPR-approved standard project requirements have been incorporated into this project. No potential for significant impacts to the environment is anticipated in compliance with Section 15300.2. If the project is implemented as indicated within the CDPR Project Evaluation Form including measures provided by CDPR specialists, then it is exempt under CEQA §15301 - Existing Facilities, §15303 - New Construction, §15304 - Minor Alterations to Land, and §15311 - Accessory Structures. The actions fall under the Departmental List of Exempt activities as established according to CEQA §15300.4 as:
"Modifications of existing facilities for handicap access" and "Trail or road repairs" (Class 1, Section 15301);
"Construction or installation of park facilities such as... restrooms, small parking lots, fencing and gates" (Class 3, Section 15303);
"Grading on land with a slope less than 10 percent" and "Minor trenching and backfilling where the surface is restored" (Class 4 Section 15304); and
"Construction of unpaved parking areas", "Installation of signs", and "construction of additional public use facilities" (Class 11, Section 15311).
