The Transport Refrigeration Unit (TRU) Airborne Toxic Control Measure (ATCM) is designed to reduce diesel particulate matter (PM) emissions from TRUs and TRU generator sets that operate in CA at distribution centers, cold storage facilities, ports, railyards, truck stops, and CA streets, highways, and railways. The proposed amendments to the TRU ATCM would: restore competitive fairness to those businesses that elected to comply with the regulation during 2008 through 2010, while other businesses opted to defer their compliance efforts in light of U.S. Environmental Protection Agency's delay in issuing ARB authorization to enforce the regulation; improve compliance rates and enforceability; and clarify existing requirements. The proposed amendments would continue to substantially reduce diesel PM emissions from TRUs from 2009 through 2018.
