Issue a Right of Entry to the National Oceanic and Atmospheric Administration (NOAA) Restoration Center, a federal agency, to perform work at Pescadero State Beach to construct a back beach channel at the mouth of Pescadero lagoon to allow the lagoon to drain more slowly to avoid mobilizing sediment at the breaching of the sand bar.
