Document Description
The proposed Project would involve the replacement of the existing mortar wall on the north side of Station A with a standing fence structure. The first phase would involve the removal of the existing security devices on the north wall and demolition of th existing Station A north wall, along with the two north gates. The wall and the gates are approximately 115 feet and 9 inches wide and approximately 6 feet high. The first phase is expected to last two to three days. During phase two, the wall and gates would be replaced by a new 6 foot tall fence with three gate openings of 25 to 30 ft. Some grading would be required during phase two involving a backhoe, two heavy duty one ton construction trucks and a 185 compressor. The construction of phase two would last about three to four days. The purpose of the proposed project is to provide security to the Substation A facility while maintaining ingress and egress into the site. By adding an extra gate, the proposed project would improve ingress and egress and meet SMUDS's identified Board Policy Goal SD-6, which aims to create a safe environment for employees and customers. Implementation of the proposed project would benefit SMUD employees and individuals within the SMUD service area downtown.

Reasons for Exemption
The project would be exempt, as it would involve the replacement of the existing mortar wall and gates with a fence and gates of similar dimensions at SMUD's Substation A facility. In accordance with Section 15302(c) of the CEQA Guidelines, the reconstruction or replacement of a utility facility at the same site with no expansion constitutes a Class 2 categorical exemption. The purpose of the proposed fence would be the same as that of the existing wall.
