Document Description
DFG is intending to execute a Lake and Streambed Alteration Agreement pursuant to Section 1602 of the Fish and Game Code to the project applicant, Santa Margarita Water District. The applicant proposes to restore impacts to Tijeras Creek resulting from the rupture of a sewer line. Impacts occurred at the spill site (several hundred meters upstream from where Tijeras Creek crosses Antonio Parkway), and at the lower berm site (8,000 meters downstream of the aforementioned bridge). The spill site will have rip rap installed on both banks, in between the abandoned and active forcemains, and in the channels invert from the active forcemain to ten-feet downstream. Several different types of native vegetation will be planted in this area, and a self-cleaning scour or plunge pool will be created at the downstream terminus of the invert rip rap. The lower berm site will have the temporary dam used to isolate the sewage removed from the active stream channel, the grade present prior to any alterations will be restored, 48-inch boulders will be placed along the southern bank of Tijeras Creek, a 1:1 slope will be created using biodegradable materials, and the entire area will be replanted with native species.
