Document Description
The Tulare Lake Basin Water Storage District (TLBWSD) is requesting conveyance of up to 15,000 a.f. of Cross Valley Water (Water) that will be pumped with State power and conveyed under Article 55 of TLBWSD's State Water Supply Contract. Lower Tule River Irrigation District and Pixley Irrigation District (Exchange Partners) propose to deliver the balance of their 2010 Cross Valley Water supply (up to 15,000 acre-feet) to TLBWSD as part of an exchange. The Water will be conveyed through the California Aqueduct and delivered to the District in Reaches 8c and 8d. In return, a comparable amount of local river water will be delivered by a District landowner to the Exchange Partners.

Reasons for Exemption
The District has determined that there are no foreseeable environmental impacts since absent the exchange Tulare Lake Basin WSD would deliver its local supplies for use on District lands. The single year delivery/exchange is also exempt from CEQA under Water Code Section 1729. Further, the transfer is categorically exempt under CEQA since it involves the use and operation of an existing facility (CEQA Guidleines 15301).
