Class 1 Categorical Exemption, Existign Facilities (guidelines Section 15301): This exemption applies to minor alteration of existing public facilities involving negligible or no expansion os use beyond that existing at the time of the lead agency's determination. Class 3 Categorical Exemption, new Construction of Small Structures (Guidelines Section 15303): This exemption applies to the construction of limited numbers of new, small facilities, or structures such as the installation, by the UPRR, of pedestrian safety flashing signals at some of the crossings, wooden barricades, and related facilities. Class 4 Categorical Exemption, Minor Alterations to Land (Guidelines Section 15304) applies to minor alterations in the condition of land. This exemption applies to any minor grading and site work necessary to install the improvements. General Rule Exemption 15061(b)(3) states that, where it can be seen with certainty that the activity in question will not have a significant effect on the environment, the project is not subject to CEQA.
